The second Administrative Reforms Commission (ARC) has made some interesting recommendations to the recruitment process of prestigious career in India, the Indian Civil Services.
Till now, the Indian Civil Services (IAS, IPS, IRS, IFS etc) were filled through the UPSC Civil Services Examination. The eligibility for this examination is a basic degree in any discipline.
Now, the 2nd ARC has suggested that the candidates for Civil Services should be groomed at an early age. So, the ARC proposes to recruit the talented youngsters after their 10+2 examination. The selected candidates will have to go through a 3 year course in Administration that will groom them for the civil services. The 3 year course can be conducted under the guidance of National Institute of Public Administration, Management.
At present, the cabinet is reviewing the proposal.

CET attempts & Age Limit
The Directorate of Technical Education (DTE) and the Directorate of Medical Education and Research (DMER) in Maharashtra are actively considering a proposal to limit the number of attempts that an applicant take at the Common Entrance Test (CET) for the admission to various Engineering and Medical courses in the state.
DMER is also considering to bring an upper age limit for the candidates who appear for the CET and medical admissions in the state.
As per the proposal, an applicant can take at most 3 attempts at the common entrance test. For medical admission, DMER proposed that an upper age limit of 25 years should be kept to prevent students who repeatedly attempt the CET
Apparently, about 12,000 repeaters took the CET in 2007. And the oldest candidate to take the CET was of 38 years old. A few hundred aspirants are in their early 30s. These statistics alerted the DTE to actively consider the proposal.
However, these changes may not happen for the current years CET which is scheduled for 14-Feb-2008
